These Terms & Conditions govern your use of the HOPE Benefits website, enrollment forms, communications, and program services.
HOPE Benefits is a program offered by Houston Housing Partnership LLC (“HOPE Benefits,” “we,” “us,” or “our”). By using our website, submitting a form, enrolling in the program, or requesting services, you agree to these Terms & Conditions.
HOPE Benefits is a homeownership education, benefits, and service-coordination program. The program may help eligible participants:
Understand the homebuying process
Access educational resources
Connect with participating Network Service Providers
Coordinate homeownership-related services
Access provider-funded benefits, discounts, rebates, credits, or other savings when available
HOPE Benefits is not a mortgage lender, loan servicer, title company, credit-repair organization, law firm, tax advisor, or financial advisor.
Unless separately identified as a licensed provider, HOPE Benefits does not perform real estate brokerage, mortgage origination, title, legal, tax, or financial services.
Submitting an enrollment form does not guarantee acceptance, eligibility, mortgage approval, provider availability, or receipt of a particular benefit.
Eligibility may depend on factors such as:
Participating employer or organization requirements
Property location
Intended property use
Participant representation status
Provider availability
Financing eligibility
Transaction terms
Compliance with applicable program requirements
Additional documentation or authorization may be required before services or benefits are provided.
HOPE Benefits may introduce participants to independently operated Network Service Providers, including real estate brokers, real estate agents, mortgage lenders, and other homeownership professionals.
Network Service Providers are responsible for their own services, advice, licensing, representations, decisions, and legal obligations. An introduction does not constitute a guarantee or endorsement of any particular result.
Participants should independently review provider qualifications, service terms, disclosures, costs, and privacy policies before proceeding.
Participation in HOPE Benefits does not require you to purchase a home, apply for a mortgage, or complete a real estate transaction.
Certain benefits may be funded or provided by participating Network Service Providers. Those benefits may be available only when a participant qualifies for and voluntarily chooses the applicable participating provider.
You remain free to select other service providers. However, choosing a provider outside the applicable HOPE Benefits network may make certain program benefits, rebates, credits, discounts, or coordinated services unavailable.
HOPE Benefits does not guarantee:
Mortgage qualification or approval
A particular loan program, interest rate, or loan term
Down-payment or closing-cost assistance
Property availability or acceptance of an offer
Successful completion of a transaction
A specific rebate, credit, discount, or dollar amount
That advertised savings will apply to every participant
The performance or continued availability of a Network Service Provider
References to potential savings, including “up to” amounts, describe maximum potential benefits and are not promises that every participant will receive that amount.
All benefits are subject to eligibility, provider participation, transaction details, lender approval, applicable law, and other disclosed restrictions. Benefits cannot exceed lawful limits or actual transaction costs and may not be available in every state or transaction.
Website and program information is provided for general educational purposes. It should not be treated as legal, tax, credit, lending, financial, or individualized real estate advice.
You should consult an appropriately licensed professional regarding your specific circumstances.
You agree to provide information that is accurate and complete to the best of your knowledge. You are responsible for notifying us if information affecting your enrollment or eligibility changes.
We may suspend or end participation if materially inaccurate information is provided or if the program, website, or provider network is misused.
You agree not to:
Use the website for an unlawful or fraudulent purpose
Attempt to gain unauthorized access to our systems
Introduce malicious software or interfere with website operation
Copy, republish, or commercially exploit website content without permission
Misrepresent your identity or program eligibility
Submit information belonging to another person without authority
Website content, branding, graphics, and original materials are owned by or licensed to Houston Housing Partnership LLC and may not be used without written permission.
By separately opting in to receive text messages, you authorize Houston Housing Partnership LLC to send recurring informational and, when selected, promotional text messages to the mobile number you provide.

Enrollment confirmations and updates
Requests for documents or information
Appointment reminders
Network Service Provider introductions
Homebuying milestone check-ins
Program information and educational content
Benefits-related announcements
Consent to receive marketing or automated text messages is not a condition of purchasing property, applying for a mortgage, receiving real estate services, or participating through another available communication method.
You may cancel text messages at any time by replying STOP. After you send STOP, you may receive a confirmation message, and no further messages will be sent unless you opt in again.
To rejoin the messaging program, submit a new opt-in request through an approved HOPE Benefits form or follow other enrollment instructions provided by us.

You must be at least 18 years of age to use this website, enroll in HOPE Benefits, or participate in the HOPE Benefits text-messaging program. By submitting an enrollment or contact form, you represent that you are at least 18 years old and authorized to provide the information submitted.
HOPE Benefits uses text messaging to communicate with individuals who request information or enroll in the program. Messages may include enrollment confirmations, eligibility and document updates, appointment reminders, Network Service Provider introductions, homebuying milestone check-ins, educational information, benefit updates, and responses to participant questions.
Users opt in by providing a mobile telephone number and affirmatively selecting the SMS consent checkbox on a HOPE Benefits website form, enrollment form, appointment form, or other approved digital form. The checkbox is optional and is not preselected.
Users may also opt in by initiating a text-message conversation with HOPE Benefits or by texting an advertised keyword to our business telephone number when that option is available.
By opting in, you confirm that:
You are at least 18 years old.
You are the owner or authorized user of the mobile number provided.
You authorize Houston Housing Partnership LLC to send recurring text messages to that number.
Your consent applies only to HOPE Benefits and is not transferred to another business for its independent marketing use.
Consent to receive text messages is not a condition of purchasing a home, applying for a mortgage, receiving real estate services, or receiving assistance through another available communication method.
Message frequency varies based on your enrollment status, requests, appointments, and homebuying activity. You may receive approximately 2 to 8 messages per month, although additional messages may be sent when needed to respond to your inquiries, provide time-sensitive updates, coordinate requested services, or support an active transaction.
Message and data rates may apply. Wireless carriers are not responsible for delayed or undelivered messages.
Reply STOP at any time to unsubscribe. You may receive one final confirmation message after opting out. No additional text messages will be sent unless you opt in again.

The website may link to third-party websites, applications, or resources. HOPE Benefits does not control and is not responsible for third-party content, availability, security, terms, or privacy practices.
Your use of third-party services is governed by the provider’s own agreements and policies.
We may modify eligibility criteria, participating providers, benefits, program features, or these Terms & Conditions when reasonably necessary.
Benefits already disclosed in connection with an active transaction remain subject to the written terms, legal requirements, provider conditions, and transaction approvals applicable to that benefit.
The website and general program information are provided on an “as available” basis. To the extent permitted by law, HOPE Benefits disclaims warranties not expressly stated in writing.
Nothing in these Terms limits rights or remedies that cannot lawfully be waived.
To the extent permitted by law, Houston Housing Partnership LLC will not be liable for indirect, incidental, special, or consequential losses arising from website use, third-party services, provider decisions, financing outcomes, unavailable benefits, or interrupted electronic communications.
This limitation does not apply where liability cannot legally be excluded or limited.
These Terms & Conditions are governed by the laws of the State of Texas, without regard to conflict-of-law principles.
Any legal proceeding concerning these Terms will be brought in a court with appropriate jurisdiction in Harris County, Texas, unless applicable law requires otherwise.
If any provision of these Terms is found unenforceable, the remaining provisions will remain in effect. The unenforceable provision will be interpreted as closely as legally possible to its original purpose.
We may update these Terms & Conditions periodically. Updated terms will be posted with a revised effective date. Continued use of the website or program after an update becomes effective constitutes acceptance of the revised terms.
